국제적십자위원회와 고려대학교 법학전문대학원이 공동 주최한 2018 동북아시아지역 국제인도법 교수연수회(Northeast Asia Training Course for University Lecturers on IHL)가 8월 20일(월) 시작해 지난 8월 22일(수) 성황리에 마무리됐습니다.
1863년도에 설립된 ICRC는 국제인도법을 알리고 보급할 임무를 수행하고 있으며, 동북아시아 및 동남아시아 지역에 해당 법을 보급하기 위해 지난 10여 년 동안 관련 연수회를 개최해왔습니다. 고려대학교 법학전문대학원은 지난 2015년에도 ICRC와 공동으로 동북아시아 및 동남아시아 지역 내의 대학 강연자와 군경 및 행정 공무원을 비롯해 각국 적십자 및 적신월사 직원들과 시민단체 활동가들을 대상으로 약 5일간 워크숍을 진행한 바 있습니다.
금년도 행사에는 동북아시아 지역 4개국(몽골, 중국, 일본 및 한국)의 대학교수 약 30명이 참여했으며, 3일간 진행됐습니다.

본 행사는 국제인도법의 기본적 개념과 원칙 및 적용 범위와 국제인도법과 국제인권법 간의 상호작용, 현대전에서의 적대행위와 관련된 규칙, 신기술 기반 무기 사용 관련 규정, 무력 충돌 관련 환경 보호, 개인의 형사 책임 및 ICRC와 각국 적십자 및 적신월사의 활동과 국제인도법 강의 자료 활용, 교수 방법법론 등 총 12개의 세션으로 구성됐습니다.
본 연수회에는 홍콩 중문대학교, 일본 도시샤 대학, 중국 정법대학 및 고려대학교 법학전문대학원의 교수들과 한국 외교부와 한국국방연구원 관계자들 그리고 ICRC 한국사무소와 동아시아 지역대표단의 전문가들이 강연자로 참여했습니다.
(Korea University) School of Law holds 2018 Northeast Asia Training Course for University Lecturers on IHL
The 2018 Northeast Asia Training Course for University Lecturers on International Humanitarian Law (IHL), co-hosted by the ICRC and Korea University School of Law took place at Korea University in Seoul, Republic of Korea (ROK) from August 20th (Mon) to 22nd (Wed).
Established in 1863, the ICRC is mandated to promote and disseminate IHL, and has been hosting IHL-related training sessions over the past 10 years aiming to disseminate IHL in the Northeast and Southeast Asia region. Korea University School of Law has already hosted a 5-day workshop together with the ICRC in 2015 for university lecturers, military and police officers, government officials, staff of national Red Cross and Red Crescent Societies as well as those from civil society organizations within the Northeast and Southeast Asian region.
The event for this year enjoyed the participation of around 30 university lecturers from 4 countries from Northeast Asia (Mongolia, China, Japan and Korea) and lasted for three days.
This event consisted of 12 sessions on the following topics:
fundamental concept and principles of IHL, scope of application of IHL, interplay between IHL and international human rights law, rules pertaining to the conduct of hostilities in modern warfare, regulations on the use of new technology-based weapons, protection of the environment in relation to armed conflicts, individual criminal responsibility, activities of ICRC and national Red Cross and Red Crescent societies, use of education materials for IHL and teaching methodologies.
Distinguished speakers included professors from the Chinese University of Hong Kong, Doshisha University of Japan, China University of Political Science and Law, Korea University School of Law, and officials from ROK Ministry of Foreign Affairs and Korea Institute for Defense Analyses, as well as experts from ICRC Mission to the Republic of Korea and Regional Delegation for East Asia.
