안녕하세요, 저는 ICRC 한국사무소 대표에 새로 부임한 찰스 사브가(Charles Sabga)입니다.
뉴스레터를 통해 여러분께 인사드릴 수 있게 되어 매우 기쁩니다.
저는 ICRC 한국사무소의 세 번째 대표로서 동료들과 함께 인도주의 사안과 주제에 대한 ICRC의 업무 및 관련 당국과의 대화와 협력의 맥을 계속해서 이어나가고자 합니다.
오늘날 국제사회는 인도주의 사안에 대한 논의가 매우 필요한 시점에 놓여있으며, 그 필요성에 대해서는 아마 모두 동의하실 것으로 생각합니다. 무력 충돌과 폭력 사태로 인해 계속해서 전례 없는 인도적 필요가 발생하고 있습니다. 이에 따라 국제인도법의 준수는 물론, 중립적이고 독립적이며 공정한 인도적 지원의 필요성이 그 어느 때보다도 높은 상황입니다.
올해는 1949년 제네바협약이 70주년을 맞이하는 해입니다. 이러한 법적 구속력을 가진 국제적인 법률 문서는 인류 최대의 이익을 대변하고 있으며, 이는 곧 도움을 필요로 하는 사람들을 보호하고 지원하는 것을 목표로 하는 원칙과 약속을 의미합니다. ICRC는 관련 당국과의 대화를 통해 이러한 원칙에 대한 보다 깊은 이해와 수용을 이끌어 내기 위해 노력하고 있으며, 인도주의 활동을 통해 중립과 독립, 공평과 같은 인도주의 원칙을 실현하고자 힘쓰고 있습니다.
유구한 역사와 아름다운 자연을 보유하며, 혁신과 기술을 이끄는 선도국인 한국에서 일하게 되어 다시 한 번 기쁘게 생각합니다. 저는 이러한 요인들을 통해 더욱 견고한 대화와 협력을 위한 환경이 조성될 것이라고 믿습니다.
앞으로도 지속적인 탐험과 혁신 그리고 파트너십을 위한 행보를 이어 나갈 수 있기를 기대합니다!

I am delighted to have the opportunity to address you in this newsletter.
As the third Head of Mission of the International Committee of the Red Cross in the Republic of Korea, I – together with my team – look forward to continuing the tradition of our engagement, dialogue and collaboration on humanitarian issues and themes.
Such dialogue, you would agree, is timely and necessary. Armed conflict and violence continue to result in unprecedented levels of humanitarian needs. The need to respect International Humanitarian Law (IHL) and neutral, independent and impartial humanitarian aid is the highest now, than ever before.
This year, we commemorate the 70th anniversary of the Geneva Conventions of 1949. These international legally-binding instruments represent the best of Humanity. They refer to principles and commitments which aim to protect and assist populations in need. Through our dialogue, we develop greater understanding and acceptance of such principles. And it is through our actions, that these principles come alive.
I am excited to be based in the Republic of Korea. A country rich in history, natural beauty and a leader in innovation and technology. These elements, in my view, create the perfect environment for strengthened dialogue and collaboration. The pleasure and honour are therefore mine, to welcome the future of our continued exploration, innovation and partnerships.
