ABOUT ICRC
The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity o-f persons affected by armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening international humanitarian law and universal humanitarian principles. Established in 1863, the ICRC is at the origin of the Geneva Conventions and the International Red Cross and Red Crescent Movement. It directs and coordinates the international activities conducted by the Movement in armed conflicts and other situations of violence.
PURPOSE
The ICRC/KOICA Project Officer oversees and manages the ICRC/KOICA Conflict and Fragility Program of the “Protection of Family Links to Alleviate Suffering and to Contribute to Peacebuilding in Conflict-affected Communities” (hereinafter referred to as the “Project”) in the Middle East region during 2024- 2026 and ensures its successful delivery within the constraints of scope, quality, time and budget. The ICRC/KOICA Project Officer facilitates contacts between KOICA and ICRC in the Middle East region, as well as the Republic of Korea, and provides regular updates to ICRC and KOICA regarding the implementation of the Project.
FUNCTIONAL RELATIONSHIP
The ICRC/KOICA Project Officer will report directly to the Head of Policy, ICRC Seoul, and will maintain functional relationships with ICRC Delegations in Project sites as well as ICRC headquarters in Geneva (Resource Mobilisation Division).
MAIN TASKS AND RESPONSIBILITIES
- Maintains an overview of the ICRC/KOICA Project’s progress and expected benefits, and a detailed view of the status of individual deliverables.
- In support of the ICRC Delegations in Project sites, organizes, prepares, coordinates, facilitates and reports on all ICRC/KOICA Project management activities necessary to achieve the Project’s objectives, in accordance with the ICRC’s Project Management Framework.
- Maintains a detailed work plan, documenting and managing interdependencies and risks while ensuring that appropriate risk-mitigation measures are in place and regularly monitored.
- Works with other ICRC divisions/units to mobilize relevant support and expertise to deliver the Project, ensuring the backing of and coordination with key stakeholders in the field and at headquarters during implementation.
- Develops and implements a strategy to accompany the changes brought on by the Project, including through communication and training.
- Liaises with KOICA HQ and relevant departments as required.
- Performs other duties as required.

- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
REQUIREMENTS
Certifications / Education required
- Bachelor’s degree in relevant field
- Project management training; strong analytical and drafting skills; computer proficiency
- Proactive team player with strong organisational, communication and interpersonal skills
- Ability to conduct short (weeks) missions
- Excellent professional oral and written both English and Korean
DESIRED SKILLS
- Experience with KOICA, knowledge of its structure and familiarity with its work on fragility and conflict highly preferred; Prior experience or familiarity with the International Red Cross and Red Crescent Movement and the humanitarian sector an asset.
- Confirmed capacity to analyse humanitarian and development-related trends and key issues relevant for the ICRC; Experience with KOICA programmatic documents an asset.
LOCATION
The Project Officer will be based at the ICRC Mission in Seoul, Republic of Korea, with travel to Project sites and to Switzerland.
