About ICRC
The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflicts and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening international humanitarian law and universal humanitarian principles. Established in 1863, the ICRC is at the origin of the Geneva Conventions and the International Red Cross and Red Crescent Movement. It directs and coordinates the international activities conducted by the Movement in armed conflicts and other situations of violence.
Purpose of the post
Communication plays a special and unique role at the ICRC. It is key to ensuring respect for the lives and dignity of people affected by armed conflicts and other situations of violence. Powerful communication helps our organization to influence decision-makers and the public at large by shaping the debate on the need to protect people in war, and it generates financial and other support for the ICRC. Under the direct supervision of the communication manager, the communication officer contributes to the implementation of public communication activities aimed at raising the profile of and the interest in the ICRC and related humanitarian issues in the Republic of Korea.
Accountabilities and responsibilities
Digital
• Manages ICRC’s digital platforms including ICRC global website, Korean blogsite, Facebook, YouTube and others.
• Adapts institutional content and/or creates Korean-specific content for the Korean audiences for the digital platforms.
• Conducts data-based analysis of digital content initiatives after publication and produces analytical reports.
• Devises and implements digital communication strategy based on accepted best practices.
• Regularly monitors activities on digital platforms and responds to inquiries.
Production
• Manages printing of ICRC publications into Korean and keeps inventory list of publications at the Mission.
• Develops promotional items and keeps inventory list of promotional items at the Mission.
Translation/Interpretation
• Translates ICRC contents from English to Korean and coordinates translation / interpretation tasks with agencies and/or freelancers.
• Supports other departments in translation/interpretation based on needs.
Environment Scanning and General Support
• Contributes to the Mission’s effort of monitoring Korean media concerning issues and developments on the Korean Peninsula and the region in humanitarian, political and security areas and provides written and verbal summaries when needed.
• Supports communication manager and other departments to implement the Mission’s communication activities.
General Duties
• Maintains an adequate filing system for all areas of responsibility.
• Follows the financial and administrative procedures for all areas of responsibility.
• Aware of the Mission’s objectives and activities.
• Applies the ICRC’s security rules at all times.
• Respects and observes the staff regulations of the Mission.
The employee may be asked to perform other related duties and tasks not covered in this job description, as well as to provide support to other departments, when necessary.
Requirements
• Bachelor’s degree or above in communications, international affairs, or other related fields.
• Minimum 3 years of professional experience in communications/public relations in international organizations.
• Sound knowledge of the political, social, cultural environment of Korea.
• Capacity to analyze social media landscape and devise digital communication strategy accordingly.
• Knowledge and experience in digital content creation, website/social media management, and data analysis.
• Preferably experience in image/video editing using programs like Adobe Premiere Pro, Adobe Premiere Elements, and Final Cut
• Excellent verbal and writing skills in English and Korean.
• Excellent verbal and written communication skills.
• Experience in organizing events will be an asset.
• Ability to multi-task projects with short deadlines.
Relationship
• Internally, interacts actively with team members of the ICRC Mission (Seoul) and ICRC Regional Delegation for East Asia (Beijing), regional communication centers, and other set-ups.
• Externally, interacts with partners, service providers, publication/production agencies, translation/interpretation agencies and digital platform followers.
